Most Seattle food trucks need the same six approvals, and the order matters because each agency wants to see the one before it. This is the path we plan every Seattle build around, based on the City of Seattle's 2025 Mobile Food Vending Checklist.
1. Washington State and City of Seattle business licenses. Register your business and trade name with Washington Business Licensing Services, then get a City of Seattle business license before you apply for anything else.
2. L&I approval and insignia. Washington Labor & Industries has to approve the truck or trailer before King County will review it. We submit L&I plans as an approved manufacturer, so this step is built into your project. Our food truck permits guide explains what triggers L&I plan review.
3. King County mobile food unit permit. Public Health - Seattle & King County reviews two sets of unit plans, a food preparation flow chart, your site or route information, a detailed menu and a business operations plan. You also need a signed commissary agreement with a commissary inside King County and a restroom within 200 feet of where you park, with hot water of at least 100 degrees. Health permits are not transferable, so a used truck needs a new one.
4. Seattle Fire Department propane permit. Trucks that cook with propane need an annual LPG permit for food vending from the Seattle Fire Department. We mount and label the tanks and install the hood and suppression system so the unit is ready for that inspection.
5. Where you can park and sell. Selling from the street needs an SDOT street use permit: an annual designated food-vehicle zone sold in weekly 4-hour blocks, a temporary curb permit tied to an event, or stadium and event-center vending. SDOT asks for site plans with your unit's dimensions, copies of your business, health and fire permits, a menu, a photo of the unit and $1 million in liability insurance naming the City. On private property in a non-residential zone you generally don't need a city permit if you have the owner's permission, park in an existing parking area, stay at least 50 feet from residential zoning and don't stay overnight.
Plan your timeline around the slowest step. The City lists about 4 to 6 weeks for L&I, about two weeks for the King County permit and up to 8 weeks for SDOT, and L&I notes that plan reviews can take longer. Requirements change, so confirm with each agency before you open.
